Lots of quality rear flip up sights. It's a bit of the flavor of the week as to which manufacturer is the current favorite. You tend to get what you pay for, though in a few cases you pay for a name as well. If you are planning on using the rifle lightly or not in a serious way, the cheaper rear sights will work just fine. If you are going to be rough on a rifle or absolutely have to have it be on target, the more expensive sights are quickly worth their price. I'd take a quality rear pop up sight and the optic you want to run over a carry handle and any sort of adapter.
For small scopes, as has been mentioned I like the Nikon African Monarch. I picked mine up for a song used. There are many quality low magnification optics available today. It really depends on the price you want to spend. I would spend enough to get out of a China made scope regardless of budget available. From there it all depends on features and price you are looking at. It also makes a big difference on how hard you plan to run the rifle. The Vortex Viper line is a great bang for the buck as well and would be one I'd consider.
The Monarch is mounted in an ADM mount that was a floor model and was priced well. It's a quality mount for sure. If though you don't mind potentially having to resight in if the rifle gets hit hard and don't need the quick detach function, RRA makes a good quality inexpensive mount in both 1" tube and 30mm tube sizes. Most of these can be found for $50 and are a great buy. The may not take the absolute abuse some of the more pricey options would take, but they work great for the average user. Nikon has a new line of AR mounts out as well but I have not tried them. Larue is a line that you may pay a slight premium for their name, but very few people have been disappointed in the quality of the product.
