woodchucks, tree rats, coons, wabbits, and even coyote within 50 yards .22lr has always worked for me. The 17 will reach out farther but its not worth the cost. You surely don't need a 30 30 for woodchucks.
AR-15 in .223, especially for coyotes, .22 LR seems a little underwhelming for that purpose and kind of cruel, with a .22 conversion kit for the smaller critters on your list.
