This is really off-topic for this thread and if you want to continue discussion, please start a new thread. But the short answer is that it would violate federal law if a resident of one State were to buy and take delivery of a handgun in another State. The handgun would have to be shipped by the seller to an FFL in the buyer's State of residence for transfer to the buyer (with all usual formalities, e. g., completion of a 4473). Violation is punishable by up to five years in federal prison and/or a fine (plus a lifetime loss of gun rights).
