Reloading .223/5.56 Hornady & Nosler

Why is the Hornady55 gr V-Max using powder data from H335 starts at 20.8 gr. Min to 23.2 Max. The Max velocity is at 3100 fps.
On Nosler Varmageddom 55 gr. FB Tipped using the same powder H335 starts at 23.00 gr. min at 2920 fps to 25.00 gr. Max, with a velocity of 3140.

Really doesn't make sense is basically the same bullet but with so much of a difference.

What is your opinion on this two particular bullets if you have using them in the past?
 
Are you shooting these outta a handgun? Otherwise you'd probably get more answers putting this in the reloading/handloading section.

Conflicting data is a norm in reloading. Even recent manuals show different max and mins for H110 and W296 with the exact same bullet even tho everyone knows they are the same powder. One reason to reference more than one source of data before loading new to you components.
 
I totally agree with you. BUCK460XVR, is not on a handgun rifle. I will re-post this on a reloading side..

The jacket may be thicker on one than the other. Lead core may be harder. Bearing surface may be greater. These factors can produce a higher pressure level in one than the other, despite the bullets being the same weight.
