Reloading question:Pressure Problem?

Could it be a difference in brass? Some brass has less case volume which will max pressure earlier. I have some .30-06 loads that I worked up in Winchester cases, but have to drop down a whole grain if I load them into Federal brass otherwise I get high pressure signs...
 
Wow thats a pile to read through so if this has been mentioned just skip it..Some brass brands will increase pressure by as much as 5%. hornady,norma to name a couple
 
Shiny ring

near the base of the brass is a big danger sign. It means excess headspace, so that when firing the case head is not close enough to the bolt face. As the expanding case walls grab the chamber, the head is free to stretch back until stopped by the bolt face. Use that case again, and the head will separate.

If commercial loads work fine then your rifle's headspace is probably correct. That leaves improper sizing as the culprit. It may be that your dies are adjusted to push the shoulder back too far. A good Wilson gauge will tell you right quick.
