Reminder - OT threads to be deleted

We changed our policy concerning Off Topic threads in December. It seems a reminder is required.

If an OT thread appears, it will now be deleted instead of being locked and remaining in the forum. Since OT threads are, by definition, not allowed on THR in the first place, this should cause no problems when the threads disappear.
