removing "plug" from Ithaca Model 37

Several years ago I inherited an Ithaca Model 37 12 gauge featherlite pump. If I recall, my Dad talked about having to limit the shells it would hold to 3 by way of a "plug" in the gun to conform with hunting laws.

Anyone know how to remove the plug?

Take the barrel off, then unscrew the knurled magazine plug.
It is under magazine spring pressure so watch it.
Once the plug is screwed out, the 3-shot plug will fall out.

But be aware, if you ever hunt waterfowl, you need to have the plug in, per federal law. Except for spring snow goose hunting, that is.
