Yeah, that sort of mischievousness is annoying enough to provoke a foolish reaction, but not so serious that it would ruin someone's life if caught. It is a very good tempo of activity for someone who is tired of being ignored but doesnt want to actually do something heinous that would make the movement look bad.
It might be more appropriate to do something like that at a time when many gun owners feel there is a crisis demanding some sort of action on their part.
