Revolver marking?

Just picked up a 1981 vintage Smith model 10-8 nickel plated revolver. On the left side of the frame under the cylinder TWC 2830 is stamped. I am assuming that it's a property mark for some PD, corrections agency or security company. Anyone know what the TWC stands for?
