Right to bear empty arms

After seeing how hard it is to get 223 rounds for my rifle I can see how this administration could restrict/tax the production of ammunition.
In the interest of "activism", what can we do to stop such potential laws or exective orders? What do you think the NRA can legally do if it happens?
Will be kind of hard to sell a paperweight.
