The guns aren't relevent because of the mismatched chambering. I'm familiar with the Ruger... typically, a well made and accurate rifle. Savage builds a nice rifle too, but I know little about the Apex other than what I've read.
The .220 Swift, although a fun cartridge, is not as common as it used to be and most users are at least in their 40s... and closer to their 60s.
With production ammo velocities are similar to the 22-250, but.. if you handload the Swift, you can get another 100-150 fps more than the .22-250. With modern powders and metallurgy, it's not the "barrel burner" it use to be labelled as.
It's still the king of varmint cartridges unless you go to a wildcat, and where it's legal, can be used for deer
under the right circumstances. In a good rifle, with a good shooter doing the steering, it can be extremely accurate.
For most folks, the 22-250 is the preferred cartridge because of popularity and rifle availability... not to many companies chamber the .220 Swift anymore, so if you want a serious "hummer", you'll end up going with a custom rifle.
The .243 is a good all around cartridge for any number of wants and needs... due to the larger caliber, heavier bullet, it can be used for anything from varmints to deer. Another very accurate cartridge with the right guy or gal behind the gun. Easy to load, easy to find loaded ammo, and fun to shoot.
My opinion? .243s, although a great round, are common as dirt. You want to be different, like to handload, own a chronograph and want to have big fun wearing out barrels in a "dogtown"? Get the .220 Swifty.
