I have a Ruger old army and the bolt will drop when pulling the hammer back, but when the hammer is on half cock the bolt is too high and locks the cylinder. What gives?
Timing problem. It would take too long to go into all the possiibilities but the lockwork on the Old Army is the same as on the old Blackhawks; the ROA was never upgraded. It is a fairly simple mechanism and one most gunsmiths (and many shooters) are familiar with.

Just to rule it out,...you arent going to half cock from full cock are you? It will only rotate when going to half cock from all the way down. Go too far and the hammer will reach its release point for the bolt, and the bolt will be in its lock position.
