Neo-Nazi "88's"?

The circles look like they've been arranged to somewhat resemble "double 8's".
And among some circles (pun intended), particularly in Germany where Nazi symbols are outlawed, double 8's are associated with a code for the eighth letter in the alphabet or "HH" which stands for "Heil Hitler". :neener:
