In all seriousness, this is a cultural thing.

California has a "may issue" law. If Sheriffs around the state suddenly decided that "self-defense" is a "good cause" for CCW, it would be a de facto shall-issue state overnight.

If we come around to where self-defense by decent regular folk who pass background checks is accepted as a good thing, we could really see changes. So much is not about the letter of the law, but the way it's applied.

Lucky you. That means that the politicians who share power in your county are for CC.(and the people who elected the sheriff)

In a city where the police chief controls it, the Mayor, and councilors control...him....or they get a new police chief.

Oh, I don't know about that. Humboldt County is one of the most socially liberal places in the State, and it's easy to get a CCW there. Arcata has a majority-Green (as in actual Green Party) city council, no less.

Careful with them stereotypes... they're not as true as they were.

that map is BS... I've tried 3 times to get CCW in San Luis using personal protection and transportation of firearms as cause, and been denied all three times.
