Sales tax and firearms transfers in AR?

When asking a gun dealer his fee for firearms transfers in Arkansas, he told me the law required sales tax to be collected even if the gun being transferred was bought from another state, via the mail. Another gun store told me that was true, but there was no way to enforce the law.

Is this requirement factual?
 
If the FFL is doing nothing but handling the transfer between you and someone out of state that is selling you a firearm, there is no sales tax. Depending on state and local laws, the FFL may be required to pay a "services tax" for doing the transfer. That would be based on what you pay him to do the paperwork, not the amount you are paying for the gun.

The only reason to pay the FFL sales tax is if you are buying the firearm from him.
