I have a new savage model 25 varmint thumbhole rifle in .223 and am having some scope problems. First scope I tried was a firefield 8-32x50 and I had to max out windage to get it correct and with elevation adjustments maxed it was still 4 inches high at 50 yards. Tried two different rings with same result. Then decided to try a better quality scope. Have the mueller 8-32x44 target dot scope on it now and while I haven't been to the range yet bore sighting has revealed the same problem. The gun came with bases mount and they appear to have a good fit and alignment. Any help is appreciated. I have never experienced a problem like this. Thanks
 
As a rule I can't stand windage adjustable mounts. But this is what they are designed for. Your mounting holes may not be drilled in a straight line with the barrel. This used to be fairly common when rifles were not drilled and tapped at the factory. Pretty rare today but possible
 
I had this situation with a Rem 788 I just bought used. It had Weaver 2 piece bases mounted, so I got some rings and got a scope out of the safe and mounted it. Max elevation and near max windage and still not correct. The scope was a new Zeiss Conquest, so I didn't think it was the problem.

To make a long story short, when I removed the Weaver bases to install the new 1 piece dovetail mount I discovered a .03" thick shim under the rear base. A little geometry shows that it put me almost 30 inches off at 100 yards.
