I sectioned a few 7.35 MM Italian Carcano bullets to see how the aluminum tips were places in with the lead core. The idea was that the would up set and cause a greater transfer of energy.

The British also did this with their 303 bullets using both aluminum and wood as a tip filler

The design of the Carcano .300 bullet

is a copy of the Britt Mk VII ball. The nose filler was used for one reason. To become extremely unstable when it struck a target and tumble. The weight being in the rear of the bullet will drive the AL nose to one side and instantly start to tumble the bullet.
The wound in the "Red Barron" when struck by the Britt bullet after it tumbled through most of his body, did extensive tissue damage.
Both bullets were in a very gray area of the Hague Convention. The Britts were able to side step out of any 'problems"
The Italians were an Axis power. Like Hillery, What is the big deal?
