For choosing a service rifle upper, which is better, sights with 1/4-minute or 1/2-minute clicks, and why?

All the good Highpower shooters will tell you to get 1/4 minute sights, since they don't cost more and do give you the option of fine-tuning.

In all these years, I myself have not improved enough that 1/2 minute sights are any handicap at all.

Your choice - I don't see how you can go wrong either way.

But whichever you get, count the clicks equal to one full turn, and memorize that number. It is too easy to loose track while counting; knowing one turn is so many clicks means you put on, for instance, one full turn plus four clicks instead of 44 clicks (made up number, just an example).

Hold 'em tight.
