Shimmed Scope mount-need input

I recently purchased a Browning Hi-Power Rifle made in late 60's (Sako Made). The rifle had Weaver Medium mounts already installed with what appears to be about 0.010" of shims beneath the front mount for the scope.

I had a Nikon Monarch scope installed on the rifle and when trying to zero with a laser boresighter, I could not get the elevation to come "down" to zero. I ran out of elevation adjustment at a point that should about equal 1 to 2 inches high at 100 yards.

My questions to you are;

1) should I go ahead and remove the shims and adjust for zero at 100yds and still have scope elevation adjustment?

2) any idea why the shims were there to begin with? What was to be gained by having the shims there (assuming they were installed with intent and not to correct a tweaked scope installation, etc?)
