As long as no transfer of ownership takes place, an FFL is not required.
You should ship it to yourself at your brother's address. If you address it to him it becomes a transfer...
Just google "ship a firearm to myself" and you'll see this has been addressed quite a few times.
FWIW, take it to your local UPS hub instead of one of the retail stores.

There is currently no means available to ship a handgun to yourself in another state. It is now against UPS company policy, FEDEX company policy, and against Federal Regulations to send it US Post Office.
Your only option, without violating the terms of service of UPS, FEDEX, or US Post Office Federal Regulations is to just take the gun with you.
