Shipping .177 pellet gun out of California

My brother has owned a .177 pump type pellet gun for 20 years. He finally decided to ship it to me from California to Wisconsin. He told me yesterday he is "bummed out" by all the regulations shipping a firearm out of California. I told him after reviewing the regs on t.h.r. that a .177 is not considered a "firearm" and the only questionable regs I found were in Michigan. Now the last update I could find in the t.h.r. archives was dated around 2010. Has any significantly changed that would cause him concern? I noticed I can buy one off of Amazon and there doesn't seem to be any problem with them anywhere...so is he over thinking the issue???
 
NJ required a pistol permit to buy a BB or pellet pistol, it was a felony! every state can make up rules, that is why I got out of there 12 years ago.
They just came with a new one. if the gun has no SN it is illegal. so every BP, pellet gun and any thing pre 68 is banned!
 
Each state has their own gun laws. Illinois has some puzzlers. Air guns, bigger than .177, or .177 and over 700 fps (or 800. Don’t exactly remember) are firearms. Muzzle loading guns are firearms.
You can’t generalize one states rules from another’s.

CA State Code makes my brain hurt, too.

And my painfully cursory read of CA State law offers endless restrictions on airguns and their transfer and distribution intra-state, I found nothing explictly about extra-state transport. Which means nothing, I'm just text on the intertuubs.

As advice, like as not, the best bet would seem to be to go to the nearest CA FFL and ask them to ship to you--as it appears WI law does not require airguns to be transferred through a WI FFL. Now, the CA FFL may object, and might prefer to ship to a WI FFL, as the CA FLL's records are subject to examination not merely by AFTE, but also CA authorities, too.

Which suggests having to go to your (@Thomasss ) LGS and explaining to that FFL that you would, pretty please, like him to "receive" an airgun shipped fro ma CA FFL to be named later.

Sadly, I cannot cite Code chapter and verse (the better to comport with the Legal Forum) for this, and, it remains, at best, a WAG on my part.
 
I needed to send a Walther pellet pistol to the North American service shop... in Canada.
They said to send by mail, not common carrier, to get it through their customs.
I had to identify it on the customs form and the post office clerk freaked out, the postmaster was no help.
I ended up getting my FFL to put it on the form to mail a firearm.
It came back direct in the mail, no customs form ID, no hu hu.

Yep. I worked in customer service at USPS for 20 years. Shipping firearms and air guns with USPS is quite legal. Problem is many people and postal clerks too don't know the procedure for doing so and don't know how to look them up. A few years ago, I got my gunsmith a large role of Priority Tape to seal his boxes sent back for warranty claims. He ships several a week and prefers Priority shipping.

Among many reasons I left. Their latest idea is to require a psych eval and home inspection to get your Firearms ID!!

I cannot vouch for its accuracy, but like Handgunlaw.us, it does list the specific law numbers cited so you can verify the accuracy of their information. (But that does nothing for laws they may have missed.)

It is a starting point, at least.

IIRC Michigan also used to require a pistol purchase permit for air pistols capable of firing pellets, but I believe that requirement has been rescinded.

CA doesnt require an FFL to buy or ship a pellet gun to your front door.
