Shipping spent brass

Hello, I have been selling some brass on here, and have had great luck with USPS flat rate boxes. However, one guy I keep trying to ship to one of the boxes was just lost and the other was sent back to me twice. I've shipped to several states no problem. Can you not send spent brass to Illinois? I know its a crazy state on stuff, but i dont see how spent brass for reloading could be against the rules there. Im just trying to figure it out. Im about to just say screw it and give him his money back. Its already cost me 30 dollars to try and get him what he bought plus 25 pounds of brass lost.
 
Probably just got a bad address. Did you check the address on the USPS website to verify it was valid? You could also attach delivery confirmation.

There is no Illinois state law that I can find involved.

If it gets sent back ... it has some indication on the package as to -why- it was sent back. If it doesn't, take it to the post office and ask them WHY it was sent back.

Two sent back, and one "lost", all to the same address? ("Once is chance, twice is happenstance, three times is enemy action". Goldfinger to James Bond) Sounds like the post office on the delivery end has "issues".

I send UPSP priority mail packages all the time (brass, handguns, lead) and never had an issue.
