Shipping to Guam

I have a friend that wants to buy my Model 97 but he lives in Guam another retired chief, I have checked the ATF reg's in the sticky but don't see a answer. He has a FFL dealer there but he say's I can't ship to him must go FFL to FFL. I don't have a warm fuzzy doing this and may just pass on the sale because of the shipping.
I may try calling our local ATF but even that doesn't sound like a great idea.

Calling the local office is a perfect solution to this question.

Despite what many folks think, the ATF is much more interested in answering questions and helping you make sure that you remain legal than busting down doors and stomping puppies. They're not going to throw you in jail for asking a question.

Last time I looked Guam was part of the US. I served with some "wild and crazy guys" from there.

Unless there are local restrictions, shipping and licensing should be the same.

I have bought and sold several guns out of state over the years and I've run into this more than once.

In my previous dealings, it was always the receiving FFL simply refusing to accept any shipment unless it was from another FFL. They could have legally, but they didn't want to. Also, I believe some of them weren't aware they can receive from an individual.

I talked to one of them and he said that it kept deals cleaner with less chance of a problem.

Of course I am not positive about Guam. My deals were in the CONUS 48 states.

It adds another expense as the shipping FFL usually wants a fee.

Maybe your friend won't mind the added expense and will cover it.

I just talked to my FFL dealer about that very thing. He didn't see any problem with shipping to Guam as long as it goes to an FFL. All guns in Guam have to be registered.

As was suggested, a call to the ATF will answer the question nicely. That is what my FFL plans on doing if I have to send anything there.

I'm going to call ATF Monday if they are open (holiday) if not Tuesday. Shipping charges to Guam will be bad enough.

It is a long gun, so you should be able to use USPS priority mail. Just add on a little insurance. If you have to use a FFL to send it, just have him send it the cheapest route and let the purchaser suck up the cost as part of the transaction.

Your only "problem" here is that the FFL in Guam won't accept shipments from a non FFL. This is not at all uncommon even here on the mainland. The issue is that for their bound books they need a -verifiable source- for the gun. Joe Blow I don't know from 5000 miles away doesn't exactly meet that standard.

You have two choices:

1) Have your buddy in Guam find another FFL that will accept a shipment from a non-FFL

2) Have a local FFL handle the shipment for you, as per the receiving FFL's request. Might cost you a hot $25 or so.

All the calls to ATF, Guam police, state department, Mother Theresa yadda yadda yadda won't do anything (except waste your time) if the receiving FFL won't accept a shipment from a non FFL. It's his right to do so, and no one can force him to do otherwise.
