I got my oldest daughter a Crickett .22 when she was four. She loves putting each bullet in, cycling, firing, etc. on her own. She is six now and can keep it in the 8 ring at 15 yards.
A single shot is the best training tool. Teach them the action. Explain the inner workings. Make them take it apart and put it back together. Make them clean it. It teaches the respect for the most basic firearm. Then, when we move to more advanced actions, they can relate it all back to the first things they learned.
That's my .02, YMMV.
