I say go for the Sig 239. I love those things and plan to own one someday. The problem is, every time I get a little money saved up, I find some old Smith and Wesson revolver that needs a home really bad. (I'm a sucker for a homeless pet, excuse me, homeless revolver.)
 
If you can find one the FNP-9m is a hell of a gun for under $400

I think you're limiting yourself a bit too much. I would also consider something like a Glock 26. However, if you don't feel safe carrying a Glock I would give the XD 9 subcompact a look. The XD has a grip safety along with a trigger safety similar to Glock. Both the XD and Glock are extremely reliable. They also offer conceal-ability along with higher round capacity.
