The text was just posted today, here is the "Assault Weapon" registration text of the bill:

A PERSON WHO LAWFULLY POSSESSED AN ASSAULT LONG
15 GUN OR A COPYCAT WEAPON BEFORE OCTOBER 1, 2013, AND WHO REGISTERS
16 THE ASSAULT LONG GUN OR COPYCAT WEAPON WITH THE SECRETARY OF
17 STATE POLICE BEFORE NOVEMBER 1, 2013, MAY:
18 (I) CONTINUE TO POSSESS THE ASSAULT LONG GUN OR
19 COPYCAT WEAPON; OR
20 (II) WHILE CARRYING A COURT ORDER REQUIRING THE
21 SURRENDER OF THE ASSAULT LONG GUN OR COPYCAT WEAPON, TRANSPORT
22 THE ASSAULT LONG GUN OR COPYCAT WEAPON DIRECTLY TO THE LAW
23 ENFORCEMENT UNIT, BARRACKS, OR STATION IF THE PERSON HAS NOTIFIED
24 THE LAW ENFORCEMENT UNIT, BARRACKS, OR STATION THAT THE PERSON IS
25 TRANSPORTING THE ASSAULT LONG GUN OR COPYCAT WEAPON IN ACCORDANCE
26 WITH A COURT ORDER AND THE ASSAULT LONG GUN OR COPYCAT WEAPON IS
27 UNLOADED.

Another little gem below styles Maryland more along the lines of Illinois with a permitting system to purchase:

“HANDGUN QUALIFICATION LICENSE” MEANS A LICENSE ISSUED BY
14 THE SECRETARY THAT AUTHORIZES A PERSON TO PURCHASE, RENT, OR
15 RECEIVE A HANDGUN.

You don't have to be a Marylander to help stop this from becoming law...

This new legislation is simply over the top.

Maryland already has some of the strictest gun laws in the USA, including a mandatory waiting period and separate state background check, a one-gun-per-month purchase limit, bans on "assault pistols" (no, I am not making that up, that's what they called them), a ban on private secondary sales, and much, much more.

Now, Senate Bill 281 would, among other things:

* Ban "assault weapons", defined so broadly that all AR-15s would be banned.

* Ban mags holding more than 10 rounds.

* Require an eight-hour training class and the issuance of a state license before anyone could buy a gun.

None of this will have any effect on the mean streets of Baltimore, where most gun crimes in Maryland are committed. This bill is designed only to inhibit the lawful acquisition and use of firearms in this state.

The NRA/ILA sent out an alert to all Maryland members, but I'm thinking that even out-of-state gun owners could help. If you would take the time to e-mail key elected officials here, and let them know, for example, that you will not spend any tourist dollars in a state where the 2nd Amendment means nothing, it might at least make them think about the real-world effect of this leglislation.

Here's a link to the NRA's Legislative Alert:

NRA-ILA | Maryland: Contact Your State Legislators Immediately! Legislation Introduced to Ban Commonly Owned Firearms Restrict Magazine Capacity and Severely Tighten Registration Requirements

In addition to the Senators listed in the Alert, who all sit on the Committee which will hear the bill, you might wish to write to the Senate President and the Speaker of the House of Delegates. They are:

Senator Thomas V. Mike Miller, Jr.
[email protected]

Delegate Michael E. Busch
[email protected]

Thanks for any help you can provide...

a "copycat" assualt weapon? where do they come up with the terminology for these bills?!

Copycat weapon? So now I am going to be lumped in with these mad gunman folks even though I bought my AK back in 2007... and haven't ever hurt or threatened anyone with it?

It's scary to see people rushing straight towards registration and confiscation, I hope the good people or Maryland see this for what it is and take a stand against it. I don't understand how we're making a stand against crime by creating an entirely new class of criminal...

At the very least we need to lobby the JPR committee and House Judiciary Committee hard to drop the ridiculous handgun permitting process that the administration has proposed. All the hoops law abiding citizens will need to go through will place a stigma on being a handgun owner that will irrecoverable as time goes on. The strategy that's being levied against us is divide and conquer.

Even if your representatives are not on the Senate Judicial Proceedings committee or House Judiciary Committee, contact them and ask for a floor amendment to be introduced to remove this specific text during third reading (floor introduction). We have strong principled friends in both committees that are going to try to dull this bill down, but they need a lot of public support to sway their colleagues.

Good replies, all...but please write to the folks I listed and tell them that you will not spend your money in a state which is so openly hostile to lawabiding gun owners...

Thanks!

Thanks, Johnny! Every little bit helps.

I will be meeting tomorrow morning with a Senator who is considered a swing vote on this bill. He's independent and open-minded on many issues, and I'm hoping we can get him to see this bill for what it is.

The Senate Committee hearing will be on February 6. There is no date yet on the House hearing.

Please, folks, please, e-mail Speaker Busch and Senate President Miller and voice your objections to this bill. Let them know that you will no longer consider Maryland a vacation destination, and will not spend any money in our state, if this legislation passes. Every e-mail will help. Thanks! :)

I received this response from Senator Karen Montgomery today:

Hello XXXXXXX,

I appreciate your concern over gun control. The events in Newtown, Connecticut were horrifying. Killing children can wake up a nation to address a major issue. Maryland should not be exempt from this wake up call in this upcoming session.

I have myself added as a co-sponsor to Governor’s Firearm Safety Act of 2013. I believe that a holistic approach to gun control is the best way to combat this issue.

It should not be easier to buy a car than it is to buy a firearm.

Sincerely,

Karen S. Montgomery

Huh??? Is she mentally handicapped? She completely contradicts herself in the same 7 sentence email/mailing.

As you can see, I live in Virginia about 40 miles from the Maryland border. What a difference a river makes. Cross the bridges and the freedom is astounding when entering Virginia after leaving Maryland. And we're a wealthier state to boot.

I received the follow response from Senator Forehand who is a member of the Senate Judicial Proceedings. She doesn't seem to care about 2nd amendment rights unless I reside in her legislative district... :(

XXXXXX,

Are you are resident of Legislative District 17 which includes Rockville, Gaithersburg and Garrett Park? If so, please give me your address. Thank you.

Kathy Dunn
Aide to Sen. Forehand
