You can get Bushnell Custom Compacts about every week off Ebay for that price. Good quality.
 
I would go with the Leupold's. I saw a pair of the compacts for $99 at Wally World. They are clear, 100% water proof, fog proof, and covered by the best warranty in the world, even if you are not the orginal owner!

The best binos (small, medium, large, any) out there under $100, $150, or even under $200 are indeed the Leupold Yosemite 6x30s IMO, with the Yosemite 8x30s not far behind. These are pretty small of course..... The question is how small and light must he go? How many ounces of weight, exactly, is acceptable as a max weight for his needs/wants? Is he looking at roofies only to save space, or are porros ok? I'd definitely want a porro on that budget. Is he wanting 25mm lenses or smaller, or are 28s or 30s ok, if it's otherwise smaller and/or lighter than the Yosemite?
