For surplus ammo, the Portuguese stuff sold in "battle packs" is pretty nice in my experience. Before I came across this, I would buy surplus ammo a box or two at a time, and was always disappointed with how dirty and crusty a few of the rounds would be. (Though the Radway Green stuff wasn't bad, IMI was marginal, and the Chilean stuff was downright nasty.)
Now, I say: "Once you've had vaccuum-packed, you'll never go back!" The Portuguese ammo, although of similar vintage to the others, comes out of the boxes clean and shiny; it looks respectable enough to even put in a rifle and shoot.
One warning, though: They have some steel in the "bullet" area. I haven't cut one apart to investigate where, so I can't pass on any first-hand knowledge other than that a magnet will stick to mine. That is unacceptable at some shooting ranges, so you may want to check this out ahead of time before buying a truckload of it.

edit: I'm not even sure it's steel, but even a weak magnet will stick to it. The headstamp is "BF 80 28".
