Starting Charge

First off, I used the search and after 22 pages still couldn't find the answer so here goes. Getting started in reloading and have a few powder manuals that I am going through and have noticed some only give maximum load data. I would rather not start at the upper end, so how much do you reduce the charge and still stay above squib territory?

general rule of thumb is to reduce by 10%

Reduce max my 10% and work your way up, thats the general rule of thumb.

Thanks, I remembered the 10% for something, but wasn't sure for what.
