I feel like a gun sitting that low in shorts would flop around a lot, every time you walk. Just a thought.
 
I've carried in cargo pants in that position, it moves way to much.

  1. It moves way too much, no way to secure it.
  2. It bangs agaisnt your leg, it's annoying, and it makes you look down too much.
  3. It draws your pants tight down to it, making it apparent there is more weight there than should be.
  4. It's slow to draw, due to being just a little too low. If you have to pocket carry, keep it closer to the waist (at least for me...)

Unless that black band is elastic and you have to insert your leg in to it when you put them on, and that keeps the gun tight against your leg...and in that case, history tells us elastic bands (read older style ankle holsters) cut off circulation.
