Just got wind of this-

I normally track firearms law related stuff for Vermont at AMGOA.org. They didn't have any data on this, which snuck up on me.

Apparently, state Rep. Patrick Brennan (R- Chittenden) inserted an amendment to HB05, a fish and wildlife bill, that legalizes the possession of suppressors in Vermont for the first time since the early 20th century. The amended bill has passed both the House and Senate by broad margins, and is waiting for the governor's signature.

The bill will become effective July 1st, 2015. The text of the bill, as enacted, is at this link:

It has flaws, but it's much better than where Vermont was last year.

1: Non-LEO, non-military on duty can only use suppressors at a 'sport shooting range,' as defined by 10 V.S.A. § 5227(a). This seemingly rules out their use for self-defense. The penalty for use other than at a 'sport shooting range' is $50 per offense. Obviously, no hunting is allowed.

2: Only licensed manufacturers can produce suppressors. There's some legal language here that is beyond me. Perhaps someone with more knowledge can chime in. There is an allowance to manufacture under 26 U.S.C. § 5822. I believe this is the same law that makes it legal for an individual to manufacture a firearm under federal law. Does this mean that an individual can also manufacture a suppressor, under the same legal rubric?

I can't find any news stating that the governor has signed this bill, yet.

I have very good hearing and would like to keep it that way. All my long guns will be surpressed when this goes through. Sucks that I still have to deal with the ATF, but at least I can do it now.
I've been scouring the news for reports of the gov actually signing this, haven't found it yet but did find a quote from the gov in February where he said he would sign it when it reached his desk.
We might have seen some reply from the antis on this one , but they have recently sufferered some crushing defeats here in VT. I Think they are too busy licking their wounds to notice.
