Howdy, folks: I did the search and couldn't find what I am looking for. So, here it goes...

I am (legally) a TX resident, but on military orders overseas. I have applied for, and received, a VA Non-Resident Concealed Handgun Permit. (TX and VA have reciprocity.)

Here is my question: As a legal resident of Texas, who has not physically been in Texas to take the CHL training, can I carry with the VA permit I already possess if I stop by to visit family who live in TX? Is there some provision (of which I may be unaware) that prohibits TX residents from carrying, in Texas, with an out-of-state permit?
 
There is no Texas law that I know of that requires Texas residents only carry on a Texas permit. There are other states that have laws similar to what you're talking about though.
 
If you really want to CYA, consult an atty.

For a few dollars less, send TXDPS a letter and ask them (provide them with SASE, of course).

I'd do neither, in your particular situation, but that's just me.
 
Texas is generally pretty protective of their military folks. It might not hurt to fire off an email to whomever and ask. I would also ask if there are any waivers as far as courses, etc for active duty military. There very well might be. The worst that happens is that they say, "No". Growing up in Texas, I maintained my Texas residency & stuff for my entire career. When I retired, I was forced to change to MN, thanks to my wife, who wanted to come back to MN.
 
Texas just loosened the law a little. You have always been able to cary in Texas while "travelling," but it was up to you to prove you were travelling. Now it is up to the state to prove that you are not. I think the new provision goes into effect at the end of the month. Either way, it sounds like you are covered.

The new definitions do not go into effect until September 1st. Also, unlicensed carry is only allowed within your vehicle, not outside.
