Texas law question

A friend of mine recently asked me a question I can't seem to find the answer to:
His grandfather died and he inherited a handgun from him, this occurred in Texas. My friend is a Nevada resident in the military on active duty in Virginia. Is transfer from the estate through an FFL required? Also the handgun is in Texas, can he mail it to himself or will he have to use an FFL?
If anyone can provide the link or citation to the relevant state an federal laws that would help, I want to give him correct information.

At the federal level (and in Texas), bequests do not have to go through an FFL.

If he picks it up in Texas, he can ship it via common carrier to himself (use of the mail will make him a felon).
