Regardless of whether Arms is capitalised or not, I think we can all agree that "the people" is not.

Capitalisation is all important in these documents. The meaning of the 2A has been the subject of great debate over the years, but most people who argue about it have never studied the document, understand the context, punctuation, or convention by which it was written. They type it and quote it, but they aren't looking at the fine details. The devil is always in the details. It's why we kick tires and slam car doors. It's why we read the fine print. Well, capitalization is part of the fine print here.
