shotguns are low pressure so going with 4140 pre-hard for the bolt & receiver will take all the guess work out of the project.
4140 pre-hard is a little tougher on tooling but not difficult to machine.

scaling up an existing design will also let you use the fire control group of the parrent gun or a slightly modified version of it.

once i get my mill i just might have to build me a 12ga tommy gun
 
BK- A 25mm bolt gun sounds a bit rediculous to me but then again they made many for the .50 Browning Machine Gun cartridge. I certainly couldnt handle the recoil but im sure someone could.

Lead- It may be a lot of effort but I like to work with my hands and am getting sick and tired of playing shooters all day in front of this computer. Believe me, this is a big improvement for time spending. and you never know. This design could be something so much more durable and reliable than anything out there that I could patent it and get someone to manufacture it on a large scale.

dirty- Ill have to take a look at the 4140.

This is starting to remind me of rebuilding a car. There are so many different factors that need to be considered. This will be insane.
