I've always praised HP for what they were, just like those 30 dollar Ring of Fire guns, I purchased back when that was all I could afford. To expound their virtues??? I dont think so
 
A pistol chambered in 9mm Luger that is a blowback design is always going to look bulkier and more awkward than a conventional locked breech, ergonomics suffer and will relegate the firearm to a small niche of undemanding buyers.

As to the importability under the GCA, it has to score enough points and fulfill the "factoring criteria".

(A) A person commits the offense of unlawful sale of firearms when he or she knowingly does any of the following:

sells or delivers... a handgun having a barrel, slide, frame or receiver which is a die casting of zinc alloy or any other nonhomogeneous metal which will melt or deform at a temperature of less than 800 degrees Fahrenheit.

Its too bad. I really wanted one for my bathroom.
