i am looking to buy a good tomahawk where do I start
not wanting to break the bank just a nice one
leaning toward the one with the more modern look
I guess you would say tactical tomahawk
may do some throwing
 
Cold Steel makes some 'hawks that can often be found very reasonably.
 
I second the Cold Steel. I have had one for 7-8 years and still has the original handle. I suggest the trail hawk or the norsemans hawk for throwing.
 
I've got the Cold Steel Norsemans hawk. I've had it four or five years now I guess. Very durable, very versatile, too. I use it to trim overgrown branches, fell smallish trees, target throwing, etc. I took a leather "string" and wrapped the handle along the last several inches of the handle to get a better grip on it.

although, tomahawk is a bit of a misnomer for the norseman, as it doesn't have the counterweight opposite the blade, so it's really closer to a hatchet than a 'hawk.
 
Not a Tomahawk, but I own an Estwing hatchet. It is a vicious little piece of work, and should still cost under $30 at Home Depot or Lowes.I do not know how it would do for throwing, but you can feel the balance of it.
 
These aren't "tactical", if by tactical you mean with pure black/coyote brown/whatever color is "the new black" today. But they are good, useful designs.
