trouble loading Moss500

So i bought a Moss500 from academy. Brought it home. Loaded 2 snap caps and everything worked properly.
Pulled out box of Winchesters and started to load them. Got 2 shells in and can't load any more. Ejected those shells and tried again with same results.
Any ideas what is going on?

Yeah, there's a removable dowel in the mag tube to limit capacity for migratory fowl. It's easily removed, see your manual;

To remove the dowel on 500 and 535 Models: First remove the barrel. Point the shotgun downward and shake it back and forth lightly until the dowel protrudes from the takedown screw hole in the end of the mag tube. A rubber "O" ring on the dowel prevents it from falling out accidentally. Grasp the dowel and pull it completely out.

After you give a good cleaning, remove the migratory magazine plug. (Your owner's manual will tell you and show you how)

I never took my plug out, don't want a ticket from the game warden. All I use my pumps for is waterfowl.
