You KNOW how I hate to be picky....

But "government genocide"? By which governments? The 3rd Reich targeted Jews for genocide, Stalin whacked 20 million or so USSR citizens, and Pol Pot whacked millions of Cambodians, but where do you come up with 170 million? The tank implies you mean war, and 20th Century war casualties fell far short of that number.

"Innocent"? I'll buy that for Hitler's, Stalin's, and Pol Pot's pogrom victims, but not for victims of war as combatants or citizens of combatant countries.

The overstating tends to be hyperbole that detracts from the message.

Add some of government's other shining excesses in the great century just passed, and the 170,000,000 figure is completely believable.

(Ever since such State-sponsored galas as Tianenmen Square and Waco, tanks are a symbol of crushing government power as much as they are of war.)
