I attended two subcommittee meetings today (Thursday). This morning
Delegate Carrico's bill to put teeth into Virginia's firearms
preemption laws, HB 371, was reported from the Militia, Police and
Public Safety subcommittee #2!

*****The subcommittee asked that a representative from NORFOLK come to
the full committee hearing tomorrow as the committee wants to ask
Norfolk about what happened to Chet Szymecki!!!! *******

This evening, I attended the Militia, Police and Public Safety
subcommittee #1.

The anti-gun bills that VCDL opposed were all KILLED:

HB 608, Delegate Eisenberg, disarms someone in their own home if they
have a protective order against them
HB 281, Delegate Toscano, disarms someone in their own home if they
have a protective order against them
HB 814, Delegate Ward, required a person being considered for a
protective order to be asked about gun ownership
HB 697, Delegate BaCote, bans guns in libraries
HB 899, Delegate Jim Scott, microstamping
HB 810, Delegate Ward, machine gun re-registration if someone moves.
HB 169, Delegate Albo, add box cutters to list of concealed weapons
*** this bill was withdrawn by Delegate Albo ***
HB 588, Delegate Marsden, adds BB guns to concealed weapons list ***
this bill will be sent to a study ***

The pro-gun bills that VCDL supported were all REPORTED OUT:

HB 982, Delegate Nutter, bans concealed handgun permits from
dissemination (VCDL preferred version)
HB 370, Delegate Carrico, bans concealed handgun permits from
dissemination, rolled and conformed into HB 982
HB 843, Delegate Sherwood, bans concealed handgun permits from
dissemination, rolled and conformed into HB 982
HB 653, Delegate Wright, bans concealed handgun permits from
dissemination, rolled and conformed into HB 982
HB 873, Delegate Johnson, clarifies that proof of competency for CHPs
does not expire
HB 529, Delegate Pogge, allows for CHP address change and makes
renewals valid from the old permit's expiration date

HB1414, Delegate Jim Scott, clarify procedure for revocation of a CHP
was reported, too. VCDL was neutral on this bill

Finally, these bills were referred to the House Courts of Justice
where the other mental health bills are being heard and harmonized:

HB 657, Delegate Griffith
HB 535, Delegate Mathieson
HB 1054, Delegate Scott

Tomorrow (Friday) at 9 AM the full committee will hear the above bills
that were reported AND they will be grilling Norfolk.
