I've been planning to visit Chicago (where I used to live, cook county ) and a few of my friends asked if I could bring my guns so they could try them out at the range, problem is, Illinois requires a FOID card for residents to own a firearm. I'm not sure if this would apply to someone that lives out of state or not but I don't want to risk it, I also am aware of the firearms that are restricted and that magazines that allow more than 10 rounds are banned. Is it possible for someone out of state to obtain a FOID card?

An out of state resident does not need an IL FOID. Those are only issued to IL residents. Being an out of state resident you couldn't get one even if you applied nor is there any reason to apply.
There are no restricted firearms by IL law, at least not as of yet. There also is no state law limiting magazines to 10 rds.
