Most CCW lists are state-run, and many (if not most) are confidential, i.e. no public access. And in PA, at least, there are no fingerprints required.

If you want to carry concealed without being on any kind of list, I suggest you move to Alaska or Vermont.

Yep. I have read recomendations by staunch "shall not be infringed" 2nd amendment proponents who refuse to get a ccw for this reason.
Some states allow open carry without a permit, and if i lived in one of these states, I think I would be very tempted to just open carry instead of asking the government "Pretty please, can i have my rights?"
