It looks like one of the Chavistas, bent on redistribution of wealth, got a lot more than he expected.
 
My first instinct is that I would not have approached the perp immediately after the shooting. I think I would have remained in my vehicle, and backed the vehicle around to our left so I could survey the perp and be ready to drive away. On second thought, this just puts just windshield between my face/upper body and the second perp (or was that just an innocent bystander that happened to show up, and wisely chose not to get involved)?

I think I would have called for an ambulance from the safety of my running vehicle, aimed towards the road. What would have been the proper "next move"?
 
A demonstration of you carry condition 1, or one in the pipe, or what every you call it.

If you don't carry chambered, you might as well be carrying a rock for all the good the gun is doing you.

My carry gun and my bedside home defense gun are both chambered at the moment. When I go out later I will close the bedside gun safe and put on my concealment holster.

It depends on if you decide to stay or leave...backing up to "take a look" shouldn't be a serious choice.

If you are going to leave, because you feel you are still in danger, leave quickly and decisively...get out of the danger zone at a high rate of speed. This doesn't mean "Run away and don't tell anyone". You still need to call LE and be able to explain why you left the scene.

If you are going to stay, get out of the vehicle. In a stopped vehicle, you are in a cage. Your ability to see your surroundings and move is limited. Most vehicles offer only limited protection to penetration from firearms. The most likely safe place to move to would be the front of the vehicle, where you can use the engine block for cover and which would allow for lateral movement
 
Not only does racking the slide take precious time in a situation where you have little, it also introduces the possibility of malfunction (e.g. you don't pull the slide back completely, etc.). Condition 1 is the only method that makes sense to me, although I'm admittedly a rather simple-minded person.
 
In Illinois, our "container carry" provisions allow us to carry in a case, fanny pak, etc., BUT the magazine can't be in the gun and none in the chamber.

I can't say too much. Our police chief was in Washington for the big gun-grabber push a while back and one of our city council members flew to NYC to get instruction from bloomberg on grabbing.

Sadly, Austin isn't like anywhere else in Texas.
