What am I missing? .40 cal reloading

I've gone through all the stages with all the research but the bullet seating has been causing problems. I've done the minor adjustments and seated the bullet to the COL specified in my data but once I've achieved that the case is just slightly bulged past the .423" I'm not sure what i'm doing wrong.
Data
Primer CCI 500, 180 Jacketed HP bullets, winchester cases, 4.6 grains of alliant american select powder.

Adjust your taper-crimp / seating die to give you .421" measured at the case mouth.

A slight case bulge at the base of the bullet is actually a good thing.

As long as the loads will pass the 'plunk test' when you drop them in the chamber you are fine.

Plunk Test = Drop the load in the barrel and it should fall in all the way with a 'Plunk'.
Then fall back out of it's own weight when you tip the barrel chamber down.

Thanks RC! I think I got it down.. just had a hard time actually finding a demo of how to set it right. All 5 rounds I've made up have passed the "plunk" test and have cycled out of my magazine and through the chamber and ejected just fine with no hang ups. Now just going to go shoot them all to confirm my data and everything and then load everything up! Thank you!
