What are the most gun-friendly Circuit Court districts?

Asking because of a question in another thread. I know that Heller was originally brought in the DC Circuit Court. I would think the 10th or the 8th Circuit.

I think that you would have to file in a Circuit that had a good gun record as well as a high number of NFA items.
 
The 5th is, I believe, the only court that has ruled that the RKBA is an individual right.

The rest either have not addressed the issue or have ruled it is collective right.
 
The DC Circuit is considered the junior leagues for the Supreme Court, whichever way they rule the Supremes are likely to follow and is generally a very conservative court.

Plus, the FedGov can be sued either in your local circuit, or the DC Circuit, its the petitioner's choice. The biggest bonus? Any ruling in the DC Circuit against the FedGov applies across the US as if you'd won at the Supreme Court, unlike a victory in another Circuit only applying to the residents of that Circuit.

The fourth circuit is usually considered the most conservative. I swear I read an opinion where they said that the 2nd amendment is an individual right. But it may not be conservative for long; there are a number of vacancies that our beloved president has not managed to get filled.

The 5th is very conservative too.
