What exactly does this mean?

It means exactly what it says.

It is a DAO without a need to reset it between shots.

A Glock is a DAO but if you are dry firing it you must rack the slide to reset the action.

The pistol in question is capable of a second strike without having to rack the slide.

Neither have I.

That statement makes you think that there is disconnector to trip in between shots.

Now wouldn't that be fun! :D

The lack of reset is one of the things I dislike about Glocks and the Kel-Tec P3AT. Of course in a gunfight if you hit a dud shell you should automatically rack the slide, but sometimes it's hard to do that if there's a bullet in your side/arm. :uhoh:
