I did a Wikipedia search and found that an assault rifle must be capable of fully automatic fire and generally uses a less powerful round than a full rifle round and usually has a hi cap mag.

Seriously, in legal terms, an assault weapon is whatever the law says it is. If a law is passed to ban assault weapons and it defines a beanbag as an assault weapon, then for the purposes of that law, an assault weapon is a beanbag, and beanbags are banned.

The term originated with Hitler. German designers came up with the concept of a medium power, selective fire weapon for use on the Russian front, where German soldiers were being overrun by hordes of Soviet troops. Hitler first rejected the idea, based on his WWI experience that the bolt action rifle was adequate. Finally convinced of the new weapon's usefulness, Hitler focused not on a defensive role of such a rifle but on an attack role, tagging it a "Sturmgewehr" or "attack rifle". Some translators used the term "assault rifle." (The German word "sturm" has its English equivalent in "storm" as in "storming the castle.")

When importers brought in Chinese-made AK-47 semi-auto rifles, they advertised them as "assault rifles" to make them seem more exotic and desireable than if they had called them "semi-auto sporting rifles." A schoolyard shooting in California focused the anti-gun lobby on the AK-47 and they gleefully seized on the term "assault rifle" to show that the evil NRA and evil gun owners wanted only to assault school children with their horrible weapons.

So we, the pro-gun people (or at least some greedy importers) brought the term "assault rifle" to this country and handed our opponents a very effective propaganda tool.

The term still means whatever someone wants it to mean.
