What is inletting a barrel groove?

Looking at a couple stocks, and one says the barrel groove needs to be inletted, and the end rounded off.

And the other has glass-bedded action and 5 inches in the barrel channel and a 13" trigger pull. I don't understand that either.

I am going to build a good target rifle with an m98 action and a barrel blank. Help?
