What is this gunk on my Winchester Ranger Talon ammo?

I recently ordered a bunch of Winchester Ranger Talon 9mm 147gr JHP from OMBExpress and it has what looks like the gunk under your fingernails on the cases and primers. It's small ammounts but it sure doesn't look too comforting. It doesn't scrape off either, at least not easily.

Pics?

For what it's wroth I bought a case of RA9B from OMB a couple or so years ago. The HP cavities all looked like crap. Uneven, small globs of lead, obviously different from most. Other people noted the same thing. Nothing was done. I will only use those rounds for practice.

I also ordered several boxes of ammo from them once. All but one shipped, with the last on backorder. I forgot about it. Over a year later it shipped...to my OLD addreass as I had moved. Between OMB and the shipping company (UPS?) I tried to get my money back or get a replacement box. I even called about it as it was in transit before it was delivered. Nothing was ever done, I never got my money or my ammo

The morale to my story? I no longer do business with OMB

My experience plus your statements make me start to wonder if OMB is getting the crap lots that get rejected/can't pass QC and then selling them at a good price while pretending it's all good

I also ordered a lot of RA9B from them a couple years ago and the bullets literally had NO hollow point cavity. It looked like the tips of the bullets were cut off with a garden shear, and there was no HP cavity. OMB swore up and down that they were OK and I compared them to the RA9B others had gotten elsewhere and they were completely different. It turns out what I had was zra9b but OMB denied it. Eventually I got them to take the ammo back (2k) rounds but I was out the shipping both ways.

The bullets also had a weird tarnish to them. I'll take a pic of these and it/them here shortly.

FWIW, I compared these to the batch of RA9T I got from OMB two years ago and the batch from two years ago is perfect. This batch the HP cavities are fine but the cases have some hard crusty crap on them and it's kinda making me wonder about Winchester AND OMB.

This solidifies my position of avoiding OMB. I guess I haven't been missing anything good. There are a lot of other businesses I am more than happy to buy from.

OK, here it is. You see the gunk on the case? That's also on the back of the case around the primer. What the Pho?

Couple of things: 1) This was THE worst example I could find. 2) about one round out of every 50rd box has some gunk on the case, but not usually like this. Most have some small ammount of gunk on the primer area. 3) Using a silicone cloth I was able to get ALL of the gunk off the case fairly easily. Primer area is a bit harder because it is uneven and has the gunk in the nooks and crannies.

Update, I am inspecting random boxes through the cases and apparently the rest are good to go, must be a fluke. Most/half or more seem to have some gunk around the primer ring but no gunk anywhere else.

I've been a engineer in food, personal care product and household cleaning manufacturing operations for over 30 years. The fact you can scrape it off would indicate, at least to me, it is transferred/remnant lubricant from over greasing, that was transfered from carrier belts moving the product (in this case ammo) along the assembly line. I've seen this on all sorts of consumer packaging, and it always (and rightfully) pisses the heck out of the QA folks. If you couldn't scrape it off, (ie discoloration only) I would suspect oxidation from the environment in which it was stored.

It seems that it's only in some boxes, and even then it's maybe a round or two, and even THEN, it comes off with a rag. I will try it and as long as it functions I will use it for carry with confidence.
