What kind of snap caps are these?

I got some in a package deal the other day with a 38 special and they are red plastic with silver primer, but are like spent casings (hollow inside and not covered on the end), there is also a 2nd part that is like short black tubes that are separate. I am more familiar with the ones that are like a replica of a bullet with springs or dummy rounds, but these are different. ??? Thanks!
 
Not snap-caps.
Sounds like Speer plastic target ammo, or T-ammo.
If your cases have silver un-dented primers in them, they are live primers ready to shoot.

You reload them with a new primer, (no powder!) stick the black bullet in and shoot them into a a box with a rug hung up in it to catch the "bullets" without damaging them.

Then you do it over & over again.
